Rule 15-703.Qualifications for Licensureas a Licensed Paralegal Practitioner.

(a) Requirementsof LicensedParalegal Practitioner Applicants. The burdenof proof is on the Applicant to establish by clear and convincing evidencethat she or he:

??????????????????????? (1) has paid theprescribed application fees;

(2) has either been granted a Limited Time Waiver under Rule15-705 or has timely filed the required CompleteApplication for a Licensed Paralegal PractitionerApplicant in accordance with Rule 15-707;

??????????????????????? (3) is atleast 21 years old;

??????????????????????? (4) has either:

??????????????????????????????????? (A) graduated with a First Professional Degree in law from an

??????????????????????????????????? Approved LawSchool;

??????????????????????????????????? (B) graduated with an Associate?s Degreein paralegal studies from

??????????????????????????????????? an Accredited School or Accredited Program;

??????????????????????????????????? (C) graduated with a Bachelor?sDegree in paralegal studies from

??????????????????????????????????? an Accredited School or Accredited Program;

(D)graduated with aMaster?s Degree in legalstudies or equivalent that isoffered through an Approved Law School;

(E) obtained either theCertified Paralegal (CP or CLA) credentialfrom the National Association of Legal Assistants (NALA); the Professional Paralegal (PP) credential from the National Association of Legal Professionals(NALS); or the Registered Paralegal (RP) credential from the National Federation of Paralegal Associations (NFPA).

(5) if the applicantdoes not have a FirstProfessional Degree from an ApprovedLaw School, the applicant must have 1500 hours ofSubstantive Law-Related Experience within the last 3 years,including 500 hours of Substantive Law-Related Experience in temporaryseparation, divorce, parentage, cohabitant abuse, civil stalking, custody and support, and namechange if the Applicant is to be licensed in that area, or 100 hoursof Substantive Law-Related Experiencein forcible entry and detainer or debt collectionif the Applicant is to be licensed in those areas.

(6) hassuccessfully passed the Licensed Paralegal PractitionerEthics Examination;

(7) hassuccessfully passed the Licensed Paralegal PractitionerExamination(s) for the practice area(s) in whichthe Applicant seeks licensure;

??????????????????????? (8) is of good moral character and satisfies the requirements of Rule 15-708;

??????????????????????? (9) hasa proven record of ethical, civil and professional behavior;and

(10) complies with the provisionsof Rule 15-716 concerning licensing and enrollment fees.

(b)? Ifthe Applicant has not graduatedwith a First Professional Degree in law from an approved law school, the Applicant must:

??????????????????????? (1) have taken a specialized course ofinstruction approved by the Board in

??????????????????????? professionalethics for Licensed Paralegal Practitioners; and

(2) have taken a specialized course ofinstruction approved by the Board ineach specialty areain which the Applicant seeks to be licensed.

(c) An individual who has been disbarredor suspended in any jurisdiction may not apply for licensure as a Paralegal Practitioner.
